Allow configuration of minimum and maximum value caps for attributes.

Output attribute values are currently only limited by the byte length defined, which allows very limited control over the values delivered downstream from Safer Payments. As a result, our team has to build individual rules for each attribute needing a defined minimum and each attribute needing a defined maximum. This is an extremely cumbersome and inefficient process for us and is therefore an area where we like to see some enhancement. In case it is relevant, our instance of Safer Payments maps all outputs to JSON.

Similarly, we would also greatly benefit from being able to set minimum and maximum values for Input, Overwritable Input, and Profile attributes as well (perhaps by adding optional min/max fields to all attribute settings in addition to the byte length and decimal settings available today).
