Improvements in Sanction screening logic to prevent false negatives

1. Allow clients to optionally disable limitation for number of word tokens in Sanction screening.

Currently when a name is sent for Sanction screening and the field that is screened contains more word tokens (words divided by spaces) than the actual entry in the Sanction list, no hit will be produced, although there might be full match between the names that are common between both fields. This is done to prevent false positives, but in certain situations may lead to a false negative. 

Example 1:

'Revolucionarni svet Fataha' - an entry that exists in the EU Sanction list will produce a hit, but 'Revolucionarni svet Fataha Tunisia' won't.

In certain situations like checks for names of financial institutions in the sanction lists, also checks for presence of specific words in the reference field of a transfer (it is a regulatory requirement to check it and the field may contain various words), it's better to allow a 'hit' to be produced when the number of word tokens is longer, rather than not having a hit at all - leave it to the customer to decide whether to have a restriction for number of word tokens or not.

2. Allow hits to be produced if only 1 word is present with a direct match.

Example 2: 

PUBLIC JOINT STOCK SOCIAL COMMERCIAL BANK OF PRIMORYE PRIMSOTSBANK - when this is abbreviated to PJS SCBP Primsotsbank (example from real life), a hit won't be produced. Given the gravity of the offense if this is missed, it's better to allow this option too - again up to the customer to decide whether to enable it.

3. Remove any non-standard characters on both sides and replace them with more standard ones.

Example: sanctioned organization Organizația Revoluționară a Musulmanilor Socialiști is loaded with 'special' language-specific characters. To improve the chances to have a hit replace 'ă' with 'a' etc. Also, implement logic to completely remove any "" (quotes), '&' etc. characters on both sides of the fields (incoming data and sanction list fields).
