Internal notification process for changes to the API Instance

When many users are logged into the system and a change the active API instance is required (for example, switching the API from instance 1 to instance 2), administrators should have an option to deliver a notification to any active users advising them to save their progress in anticipation of losing their connection the UI.

    After further review of the notices feature implemented in 6.3, it does not address this scenario without also giving each and every user the ability to communicate to all users. Would like to see this feature refined to allow for the above use case.

    I noticed that 6.3 provides a way to communicate to users through the "Notices" feature. This addresses this idea, so I believe the status of this can be changed to "Functionality already exists". Thanks.
