Masked Data Customization

Allow more customization around which users can view the values of each encrypted attribute. This is currently handled at the user account level and a user may either view all encrypted/masked values or none of them. We need additional flexibility so that we can allow users to see some masked values, but not all of them. Could this be handled at the role level so that admins can select which attributes a group of users is able to see the unmasked values for, without allowing the group of users to see all values unmasked?
