Element to Element Compare using substrings

Allow references to specific byte ranges within an attribute for comparison. For example, consider building a counter with the intent of identifying a BIN attack/Credit Master attack/enumeration attack. Generally speaking, these attacks will originate from a specific merchant and affect a particular BIN with a predictable sequence for the remaining numbers. Our counter definition would thus be on a merchant index, but we only want to count historical events where the card number starts with the same 6 numbers as the incoming transaction. We would want to write a condition along the lines of "Account Number starts with first 6 positions of {Account Number}".


There are other use cases for this feature.
