"Pure Python/Non-Spark enabled" SIGs support for Python 3.10 and 3.11 Support for IBM Spectrum Conductor 2.5.*

It can be challenging to motivate/influence the Spark community to use the latest Python version which can delay the ability of Spectrum Conductor to use the latest Python version.

"Pure Python/Non-Spark enabled" SIGs compatible with Python 3.10.* and Python 3.11.* and being capable of having an associated JupyterLab notebook would be very valuable.

This RFE would give us the freedom to take advantage of the significant speed performance benefits provided in Python 3.10 and Python 3.11.

    The conda environment required for Conductor's Jupyter Notebook server currently cannot be upgraded to use Python 3.10 or later because of conflicting dependent 3rd part packages some of whom doesn't yet support the advanced versions of Python. So the items is put under roadmap consideration and could be implemented only when all depend 3rd part library packages start supporting corresponding Python version.
    Meanwhile customer may create separate conda environment with python 3.10 and then use it only for Python 3 kernel to provide end-user Notebooks with this python versions' environment inside the kernel's notebook.
