LSF should always reject submitting jobs which request slots over slot limit.

A job with over limit slot request still can be submitted when the slot limit is configured with USERS.

For example:

With SUERS configured, job can be submitted and stays pending:

Begin Limit

NAME = TestQueueSiJobLimit

QUEUES = priority

SLOTS = 3

USERS=user1

End Limit

QUEUE_NAME = priority

PRIORITY = 70

End Queue

[user1@host1]$ bsub -q priority -n 5 sleep 10

Job <760> is submitted to queue .

[user1@host1]$ bjobs -p

JOBID USER STAT QUEUE FROM_HOST EXEC_HOST JOB_NAME SUBMIT_TIME

760 user1 PEND priority host1 sleep 10 Nov 8 11:38

Resource limit defined on queue has been reached (Resource: slots, Queue: priority, Limit Name: TestQueueSiJobLimit, Limit Value: 3);

Remove the USERS, the job submission is rejected:

[user1@host1]$ bsub -q priority -n 5 sleep 10

Too many tasks requested. Job not submitted.

    We have considered this request and it would mean changing functionality that the customer base is already using and expecting to remain. As such we are not able to able to implement this.If there is broad interest for this, it can be resubmitted in 18 months.
