Allow Dynamic Job Priority column to be displayed

Currently, jobs displayed in application center are displayed in either dispatch order, or based upon the sorted column.

The customer would like the ability to add a dynamic priority column to the list of available columns and then display, for pending jobs that priority.

    As a workaround, this can be achieved by adding it as a custom column https://www.ibm.com/support/knowledgecenter/SSZRJV_10.2.0/admin_guide/custom_column_add.html
