Request 2 license features

Here are two users.

A user : bsub -R "rusage[featureA=1:featureB=1]" -Lp default
B user: bsub -R "rusage[featureA=1:featureB=1]" -Lp short

When featureA has 1 free license in default project, and featureB has 1 free license in short project, this job is hard to run because free license of featureA and featureB are from different project, even if there are enough free license for a job totally.
This is LS limitation.

I understand about LS limitation,
but there are a lots of short jobs, and license usage is very tight.

The job must be dispatched because there are enough free license for a job totally.
Otherwise, license usage will decrease.

We need a way to improve.

    This is already supported in License Scheduler, but you have to allow users who are not a member of a project use the builtin 'default' project. Can not remember the setting name, but once we set it, a job was easily able to reserved two licenses at the same time. Also, using RESOURCE_RESERVE had an impact. Not everyone can use that feature though depending on job throughput.

    You may want to look into the following feature if you are using project mode:

    LSF_LIC_SCHED_NO_SHARE_DEFAULT=Y

    It goes into lsf.conf, and you must restart mbatchd after the change. I think you will find that it fixes the issue.

    This is a License Scheduler requirement.
    When every project (short project and default project) have lots of DEMAND, but there is only 1 free license in each project, job with "rusage[featureA=1:featureB=1]" cannot be dispatched. LS does not allocate both featureA and featureB to one project, because many license demand heap up in each project.
