Increase granularity of controls in SECURE_JOB_INFO_LEVEL

In the lsb.params file, an administrator can set the SECURE_JOB_INFO_LEVEL to one of five levels, giving them granular control over what data users can see about other users jobs using the 'bjobs' command. An administrator can also set ENABLE_JOB_INFO_BY_ADMIN_ROLE to allow privileged users more access than normal users. In contrast, the SECURE_INFODIR_USER_ACCESS parameter that controls access to job data in the lsb.event files and bhist commands only has two settings. If set to 'N', any user can see anyone else's data. If set to 'Y', users can only see their own data and only the primary LSF administrator can see other users data. In a multiuser environment, there are many reasons that administrators don't want users to see the details of another user's jobs, but still want some users (e.g. group admins) to be able to see summary information for jobs that are no longer accessible to the bjobs command. This RFE asks that the detail and summary information displayed by the bhist and bacct command be controlled with the same level of granularity that the bjobs command displays. i.e. that bhist and bacct be governed by the SECURE_JOB_INFO_LEVEL and ENABLE_JOB_INFO_BY_ADMIN_ROLE parameters.
