complete coverage of SECURE_JOB_INFO_LEVEL options

The SECURE_JOB_INFO_LEVEL option in lsb.params controls users access to the 'detail' and 'summary' info of their own jobs, jobs submitted with a user group that they are a member of, and jobs from any other user. There are currently 5 options that cover most access combinations. One important access combination is not covered, however. It is not currently possible to allow users to see summary and detail for their own jobs and only summary information for all other jobs. We want users to be able to see summary information for all other jobs so that they can see the state of the queue for a given cluster, but we don't want them to be able to see detail information for other users because of the possibility of users putting sensitive information, passwords, etc in their job scripts. We use user groups for fairshare, so putting all jobs in the same group and using level 3 (as suggested in TS002119110) is not an option.
