LSF: Improve load sync time between host & master scheduler

The current sync time between LSF scheduler running in a master host and another host is high. There is a out of sync time window wherein the load on a host is not in sync with a running job's memory requirements.
Requesting to eliminate this out of sync time window.

Refer the following email suggested by 1 of IBM's representatives very recently in an ongoing fix for an issue.

    There is a parameter, RELEASE_MEM_FOR_SUSP_JOBS = Y which we think will address your requirement
