badmin should not call bhosts, bqueues command

During testing, noted that badmin hclose/qclose, hopen/qopen commands also issues bhosts and bqueues command respectively.

bhosts/bqueues query commands should be for end users and LSF binaries should not call this commands like bhosts etc and pull from MBD rather access it from logs, through APIs. This will cause some precious CPU cycles for mbatchd which should help alot in farms where its serving to tens of thousands of clients.

The concern is it should not cause queryload ideally and should fetch the details programmatically instead of going though mbd.

We have accounts other than lsfadmin and automations in our env which closes/opens thousands of hosts at the interval of every 15min – so the load is significant.

    badmin calls the same API's that bhosts/bqueues use to obtain a list of hosts/queues to operate upon.
    By comparison, scraping logs for the same information would be very inefficient.
    Opening and closing thousands of hosts every 15 minutes is a very heavyweight operation and places more load on the scheduler than the initial query to obtain a host/queue list.
