License Scheduler needs global user limit

We have just purchased LSF and LicenseScheduler and have found that the LSched does not support/provide the capability of having (in either ClusterMode or ProjectMode) the possibility of a max user limit per over all clusters

We need to say
Feature XXXX user Jim Max 12
Feature XXXX user Bob Max 44
Feature XXXX default 10

This should then when submiting a job

bsub -R "rusage [XXXX=1]" account for the number of this feature XXXX that the submitting user has taken/is-using across all (multi) clusters
