This is a race condition between the start up of ncsd and LSF. If ncsd is not ready when LSF first tries to resolve a host, the OS will explicitly call the DNS server which can be slow to resolve an unknown host. Once ncsd is alive, host resolution failures are handled locally. Ensuring ncsd is alive before starting LSF addresses the issue.
