LSF Resource connector should select template for minimum number of servers

LSF Resource connector selects the template based on the resources and priority defined in the configuration file. This is good approach for a single job. However, when there are multiple jobs (which is the case mostly), this approach is not suitable.

Suppose there are two templates configured in Resource connector, one for single cpu server (higher priority) and other for 16 cpu server (lower priority). When a user submits 32 jobs, resource connector will configure 32 servers of first template. However, it would be wise to create 2 servers of second template. The same thing happens with memory.

So, LSF Resource Connector should have an option to select the template based on minimum number of servers. This will be make the deployment faster, less prone to errors and cheaper.
