Allow RTM to define the level of pending reasons to collect

Currently RTM does not provide any pending reason precision to be collected. As such, in our case, there are way to many pending reasons in the system which makes the feature unusable. We would like to have a global setting that does the following: Pending Reason Level: All - Collect all Reasons (default) P1 Only - Collect P1 Reasons Only P1/P2 Only - Collect P1 & P2 Reasons Only (our desired setting)

    Just to let you know that we are currently unable to enable pending reason data in RTM due to this scalability issue with the volume of pending reasons that come into the system.
