Correct Heuristics Design Bug

The Heuristics plugin trim's Project Names on panels inconsistently: 1) Trims, but does not properly roll-up statistics 2) Does not trim consistently between panels 3) Projects no way to provide Project trimming level (1, 2, 3, x, All) Basically, if you enable the Project Delimiter, RTM trim's the Project Level to the level that you have selected. This ends up giving multiple rows with the same project name and differing statistics leading to confusing the user as they see differing number of jobs pending/running, etc with no idea what is different about the lines. The correct solution, and IMHO, this is a design bug, is that if Hierarchical Project support is enabled, the Heuristics Module should provide a Level filter just like we have in Job Info > By Project and do it's best to provide decent "Estimates" when the level is something other than "All".
