LSF does not allow jobs to moved from low to high/medium priority queues if there are limits set on medium/high priority queues

We have a setup as follows

1) High queue limit 3

2) Medium Queue limit 4

3) Low queue no limit and the default queue for usrs to submit jobs

4) Very low queue, will be used to use licenses effectively

When a user submits 6 jobs for example in high queue, 3 will start running immediately and then the remaining 3 jobs we move to very low queue when licenses are available


Our expectation is that if high priority jobs are finished, then we would like to move very low priority jobs that got moved previously to high priority queues and LSF fails in this case, which fails the purpose of queues and limits


This should be fixed and allowed otherwise we loose the reason for using LSF limits and queues and also now we are not utilizing priorites setup

    This has been the existing behaviour for general limits for over 10 years.

    We may consider changing this in the future.
