install libnsl automatically during LSF installation

In RHEL8, I found the follows error.

[root@rhel86 lsf]# lsadmin limstartup

lsadmin: error while loading shared libraries: libnsl.so.1: cannot open shared object file: No such file or directory

And I found "Known issues" part in LSF guide mentions this issue:

On RHEL 8, the LSF cluster cannot start up due to a missing libnsl.so.1 file. To resolve this issue, install the libnsl package (yum install libnsl) to ensure that the libnsl.so.1 exists.

I want LSF to add a function that install libnsl automatically during LSF installation.

Because libnsl is a package that LSF needs, so it would be good to check the installation of this package and install it if it is not installed.

Installing OS libraries is outwith the scope of the LSF installer.

However, the intention is remove the dependency on libnsl in a future update
