Email disable for mbatchd and enable for sbatchd

Currently , there is no way to seperately disable mbatchd emails  v/s sbatchd emails.

Means. We have set email set to N  in lsf.conf , so that by default job report emails are not sent.

However some users who need email can set in their environment , they can get email . This is fine.

However , there are mbatchd emails which are sent to users notifying about a machine crashed and job rerun on another host.

This happens quite frequently in cloud where we use preemptive hosts / spot hosts which are supposed to get rebooted every 24 hours.

The user by default gets this email notification about host going down.

The only way to disable is to remove the default emailer program in lsf.conf.

If we however disable it, then users do not get notification for job report emails as all emails get disabled.

This should not be the case. Users who are still interested, should be able to get email while avoiding sending these unwanted emails of jobs getting rerun which often happens and floods emails.
