Enhance bmod to not allow modifying a jobs memory reservation to not exceed the total additional reservable memory on the host if the job is running

This is important if a users wants to either decrease of increase a memory reservation for a running job.  We have some applications that reserved multiple CPU's and large amounts of memory.  These jobs are long tailed, and once they reach the long tail status, they will not reserve any more memory than they are using.  Therefore, we need to release the memory reservation.

Second case we have is users letting a job start with a very small reservation, then modifying the reservation after the job has started to more than is available on the host either by Max Memory or total remaining reservable, which is essentially a way to make their jobs exclusive without setting that policy.

It would also be great to essentially tell LSF in very simple terms, reduce my memory reservation to either the current use, or the max memory for the job without having to cut and paste the entirety of the current effective resource reservation.
