Cleanup user details with bqueues -lr output if they don't have running/done jobs in system

Currently, we can find thousands of entries for all users even though they have ZERO STARTED jobs as listed in bqueues -lr output.

For some of larger farms, these entries are close to 7M records and bqueues -lr takes long time to return the data. This makes up of 99% of users which do not have even a single job running. these are present in events file though.

    with a simple tweak of CQFS, we were able to trim down fairshare tree by 50% and that resulted in 67% improvement in scheduling interval.

    Truely believe that MBATCHD does not need to retain all these user info and maintain fairshare tree whose jobs are already done but they have entries in lsb.events file and thats causing them to remain in bqueues -lr (and hence in fairshare calculations)
