The goal of the proxy is two fold:
a) protect the cluster from all sources of excessive load - whether manual or automated. If an automated process is being excessive, then it should be throttled.
b) maintain qos for interactive users as they are the ones who complain about slow response times.
LSF_PROXYD_PRIORITY_USERS can be used to omit users from the proxy.
We do not see additional value in providing multiple levels of throttle.
Additional notes and expectation from this RFE -
Request for several levels of priority. Ability to handle more priorities than just priority and normal users.
Want blocking rules to be persistent
