weighted throttling in lsf proxyd

From the documentations it seems, LSF Proxyd does not differentiates between a service account vs an individual user account and can't have diff policies for diff user accounts.

Our farms have a good mix of service accounts which launch thousands of jobs and do user queries. If we apply LSF Proxyd in its current form, it will simply restrict the heavy users which are launching 80% of jobs in LSF.

Because of this limitation, LSF Proxyd can not be deployed in our farms.

The goal of the proxy is two fold:
    a) protect the cluster from all sources of excessive load - whether manual or automated. If an automated process is being excessive, then it should be throttled.
    b) maintain qos for interactive users as they are the ones who complain about slow response times.

LSF_PROXYD_PRIORITY_USERS can be used to omit users from the proxy.

We do not see additional value in providing multiple levels of throttle.

Additional notes and expectation from this RFE -

    1. Request for several levels of priority. Ability to handle more priorities than just priority and normal users.

    2. Want blocking rules to be persistent

    3. badmin lsfproxyd status data log to a file so It could be graphed the data in something like grafana

    4. json output for "badmin lsfproxyd status"
