Allow the LSF Planner to ignore cetain select[] criteria

The current LSF Planner is unable to create a plan if the "bsub -R "select[blah>blah]" ./a.out" select clause does not match any hosts.  This is very counter productive.  For certain ELIM based resources such as 'freescratch', 'freetmp', etc.  The jobs that are running, will cleanup their use of these resources.  So, the planner should be able to assume that a named set of resources will always be available when creating a plan.

The idea is just to allow us to specify a list of resources that the LSF Planner ignores when doing a down-select of eligible hosts for the job with respect to the plan creation.
