service classes not passed on through multi-cluster

We have a need to pass on the service classes of jobs that are attached to them from the sending cluster to the receiving cluster so we can ensure the guaranteed resource pools are using the SLA.  

If a sending cluster has jobs with sla's attached ( though bsub -sla ... ), then the service classes are not passed to the receiving cluster in a multi-cluster environment and therefor cannot ensure the SLA's defined in the receiving cluster.   We also ensure that the the same service classes are defined in both clusters like the other resources ( application profiles, etc.)

    This should be a relatively straightforward enhancement.
    It is in the queue, and hopefully be addressed this quarter.
