Currently Job Priority Over Time Impacts all Queue and all Jobs - Instead optionally make it affect only Queues and Jobs that are APS Queues

The Job Priority Over Time is an excellent feature that is designed to be paired with APS dispatch rules.  However, some users have setup soft dispatch or dispatch preferences in the normal queue which is not APS enabled that classify jobs by their priority.  The idea is that the jobs with a user priority of 80 dispatch first, then when there are no more 80 jobs, dispatch 70, jobs followed by 60, etc.  Job Priority Over Time will break this soft jobs classification at the user level.

So, as to not break this paradigm, we would like the Job Priority Over Time to optionally impact only the APS Queue, in our case the priority queue.  We are using APS in the priority queue along with the Planner to handle hard to place jobs as a potential policy to reduce the pending time for hard to place workload, and we would like the jobs that were first submitted to have the highest priority ignoring Fairshare and we can not implement Job Priority Over Time due to the design from paragraph one.
