Support Rate Limiting in the LSF Proxy

We have a case where users, if left to their own accords will not eclipse the current supported connections, but in the end will diminish the batch performance if left on their own.  So, provide a feature where I can have a configuration file that limits the per/minute transaction rate for various commands an potentially command options.

In our case, we had a user execute hundreds of thousands of "bkill -r" per day, and as a result, MBD was too busy having to queue up and calculate what needed to be done to focus on primary activities such as receiving done events, dispatching, etc.  So, the overall cluster utilization stalled a bit and it often times took up to hundreds of seconds for LSF to receive and process the job done events.

So, have a file where you can limit commands

    Not only that, but having reporting in the badmin lsfproxyd status output of the users with the highest query rates in each class, and the commands they are executing over say a 10 minute period would be great.  I addressed this requirement during the initial development, but it was a late requirement, so it did not make the cut.  Putting this data into a simple SQLite file in the LSF logdir might work to make it easier to manage prune the metrics might save a lot of hassle in maintaining such a thing.
