Improve License Scheduler to be able to read the PID of the process from lmstat

License Scheduler has a big bug that is documented in

 =========================================

https://www.ibm.com/docs/en/spectrum-lsf/10.1.0?topic=notes-known-issues-limitations

Same features cannot be merged to the tasks

When a user submits more than one job on the same host, LSF License Scheduler distributes jobs to each job in a round robin fashion, which gives each job at most one license for a feature that checks out licenses in excess of rusage.

LSF License Scheduler matches license checkouts to jobs based on the user, host, and feature in the checkout. If a user runs multiple jobs on the same host, a checkout might be merged with the wrong job.

=========================================

For a small cluster and a small number of licenses this bug is unacceptable. The explanation for the wrong license assignment was that LS can not read the PID from lmstat.

I have a way to print the PID in lmstat but LS is still not able to read it.

    License Scheduler is highly dependent upon being able to parse the output from lmstat correctly. In the sample output you provided with CDS_LIC_PID_ON, the PID information is shown in three different ways, which makes correctly parsing this challenging.

    We are awaiting feedback from Cadence on what the official syntax is.
