lsf.conf documentation should report which daemon(s) need restart

Every time an lsf.conf entry is recommended by Support, I have to turn around and ask which daemon (or daemons) need a restart, which causes delay. The developers already know what daemons are affected by the changes, please document which ones need to be restarted

I actually found one that has the information:

Many (most) do not

For all new parameters, and anything that is updated, this information will now be added by default.
For the existing parameters, which there are "just a few!" we'll work our way through them.

Erik, thanks for the feedback, and I agree, explictly documenting what needs to be restarted when a parameter is changed makes sense.
