When using run queue length indices in rusage strings, there should be an option to have the value divided by ncpus. Since in the "total load used for scheduling" the r15s/r1m/r15m are taken from lsload -E and divided by the specific ncpus for that machine, it doesn't make sense that the r15s/r1m/r15m values that a user reserves in a job submission are just raw numbers.
This led to some pretty skewed sorting in our LSF setup since we were reserving r15s based on the load you might expect from the raw lsload output and recently realized this overshadows the current load on the machine when sorting the hosts. We plan to lower the values of r15s that we reserve but there is no consistent way to do this across machines that have different ncpus.

I see, what would your recommendation be for reserving r15s during job submissions? Is there a value range we should keep in mind under the current behavior or would you recommend not reserving this parameter?
This has been the behaviour of LSF for 30+ years, and no other customer has asked for this change in default behaviour. As such, it is unclear what the value in this change would be.
When a job is dispatched there is an implicit lsloadadj to allow the job to start, and make the host a little less attractive to the next job.
We are looking for more feedback for this request through activities such as voting. We will update this request in the future.
