Support combination of MIG and DCGM in GPUs with LSF

I got confirmation from dev team. Unfortunately, the combination of MIG and DCGM is not supported yet. So, for now, you cannot get job GPU information if MIG is enabled. You can raise an RFE on this matter so we can keep track of the request.

When MIG was originally released there was no API to provide this level of information. Nvidia provided one earlier this year, but unfortunately their delivery timing did not align with our delivery cycle. This is in plan and likely to be delivered in the next year.
