Keep in memory jobs killed over PTL (Pending Time Limit)

Hi, following suggestion in IBM support case.

We see that jobs killed over PTL are immediately removed from LSF master memory so that even while a job ID was issued during submit, status check via bjobs/bhist does not find such job ID resulting in 'No matching job found'.

From IBM support we learned, quote: ...when the pending time reach and killed by RTM alert, it will call LSF API ...this is the command "bkill -r", that's why it remove from the mbatchd memory immediately.

We would suggest keeping these jobs in LSF memory for a while for better job tracking and analysis for future release.
