Allow removal of a host from an advance reservation while reservation jobs are running on the host

Currently a host needs to be completely empty of reservation jobs before it can be removed from the advance reservation using the "brsvmod rmhost" command. Given how an "open" reservation will not terminate jobs once the relevant reservation is expired/deleted, it should be possible to remove a host from an open reservation. This request is for updated functionality in brsvmod rmhost. When the user takes this action, the jobs that are running on that host will be first removed from the reservation via something like "bmod -Un jobid" and then the host will be removed from the reservation. This action should only be able to be taken by the User Group Admins, the Queue Admins, or the LSF Admins.

    This is something we may consider in a future release depending on community feedback and votes

    I think this is a great feature request.  It allows the administrators to be much more flexible.  Having to drain a host to remove it from a reservation is not very friendly.
