License Scheduler - Minimum Preemption Time

It's been observed when the license scheduler preempts a job to free up license resources, the job can occasionally be resumed within 1-2 seconds if license features are freed up during that time. This leads to behavior where processes do not properly receive a CONT signal, and get stuck in a stopped state. The LSF job is running but with processes still suspended, nothing progresses.

There should be a configuration option for a minimum time a job can be preempted to avoid these cases where the job is quickly suspended and restarted.

    It's not that Bill. Basically, what happens is that the resume signal is sent to the job too quickly while the job is still in the process of stopping, so the continue signal is missed. So, something more along the lines of a minimum time that a job should remain preempted before it's resumed, like 3x the JOB_TERMINATE_INTERVAL. So, if your JOB_TERMINATE_INTERVAL is set to 20 seconds, you would wait 60 seconds before resuming the job. I hope that clears things up.

    There is an existing parameter in lsb.params
    NO_PREEMPT_INTERVAL=minutes
    Specifies the number of minutes a pre-emptable job can run before it is preempted. If the uninterrupted run time of a pre-emptable job is longer than the specified time, it can be preempted.

    I would say by default delay resuming until the signal escalation interval is reached.  If I remember the Abaqus people always recommended setting the signal escalation to 90 seconds to allow the job to checkpoint before ending/suspending.  It does make sense to default it to that, but then make a variable public to tweak it at the application profile, queue, and params levels.  Use the normal rules to dictate.
