Enhancement request to lsfproxyd

We have workfloads from dozen of users which continously generating very high and sustained job submission requests.  Whenever they are starting their work, the grid may grind down to a halt or very slow to process any other request.  We want a tier/group policy that we can assign those heavy hitters to a policy with upper bound token limits (which is lower than overall cluster level limit) so that everyone else (90+ % of users in the cluster) can function normally.  Currently, those heavy hitters would monopolize the request stream and drowned out everyone else with their constant and sustained high rate of requests.  We want to relegate them to one set of policy so they do not monopolize the incoming requests and causing regular disruptions.
