Job query LSF API should have a filter to control number of finished jobs returned by mbatchd in order to shorten runtime of RTM gridjobs poller

RTM gridjobs poller queries LSF for job information periodically. LSF CLEAN_PERIOD is set to 6hr, 12hr, 24hr for different clusters in Microsoft, number of finished jobs in mbatchd memory ranges from 200K to 1M. gridjobs parses finished jobs info by checking whether a finished job is already updated in RTM DB by previous run (against update timestamp), this process is time consuming as number of finished jobs in mbatchd memory is huge, and most of time gridjobs cannot finish within 5 min, then new gridjobs triggered after 5 min will terminate running gridjobs instance. This results in job data missing in RTM DB.

The request is to have job query LSF API used by gridjobs add an option (a timestamp), so mbatchd will only return jobs to RTM which are finished after the timestamp.
