lsfproxyd: Enhancements for User-Level Rate Limiting and Command-Level Policy Control

We have evaluated lsfproxyd for rate limiting in our LSF cluster environment and identified key feature gaps. We are requesting the following enhancements to make lsfproxyd viable for our requirements.

Requested Enhancements:

1. User-Level Rate Limiting
  - Per-user token buckets or semaphore controls
  - Ability to set individual limits per user or user group
  - Currently the token pool is shared across all users which allows a single heavy user to exhaust the pool and starve others

2. Per-User Whitelisting
  - Ability to define a true whitelist for service accounts and high-priority business users with custom limits
  - Current LSF_PROXYD_PRIORITY_USERS is insufficient as it only ensures priority service but does not isolate or cap usage
  - Need ability to set custom rate limits per user or user group

3. Command-Level Policy Granularity
  - Ability to define policies for specific commands individually(e.g. rate limit "bjobs -l" separately from other bjobs queries)
  - Current QUERY/SUBMISSION/OTHER categories are too broad for fine-grained control
  - Need per-command level policy definitions

Business Impact:
Without these features, lsfproxyd cannot meet our enterprise requirements for LSF clusters with thousands of users and service accounts. 
These enhancements would make lsfproxyd a complete and flexible rate limiting solution.
