Improve handling of long running lmstat

Currently, the LM_STAT_TIMEOUT parameter handling both lmstat connection time out (via lmstat -t < LM_STAT_TIMEOUT > and the length of time blcollect allows lmstat to run before termination.   There should be two parameters to configure: 1) lmstat connection timeout (LM_STAT_TIMEOUT) and 2) how long the lmstat can run (suggested parameter being LM_STAT_RUNTIME).   These parameters should be globally configurable and then tunable at the ServiceDomain level.  For example, LM_STAT_TIME defaults to 180 seconds, which is unsuitable for the lmstat -t connection time, but can't change this to 5 to 15 seconds because then blcollect will terminate lmstat at 5 seconds if lmstat can't finish within 5 seconds.
