Add an option to `bjobs` to list pending jobs in their Fairshare scheduling dispatch order

the statement on https://www.ibm.com/docs/en/spectrum-lsf/10.1.0?topic=bjobs-description#bjobs_output__title__2, that "Pending jobs are displayed in the order in which they are considered for dispatch", does not apply in the case of Fairshare scheduling. The Pending Job List (PJL) always displays the non-fairshare order and Fairshare scheduling adds an additional, but not "visible", layer of ordering on top of the PJL.

When supporting users with high-priority jobs, when troubleshooting reported dispatch order issues and when trying to optimize workflows, it would be important for the cluster administrators to have an idea about the considered dispatch order. It would therefore be great, if it could be considered to provide an option to `bjobs`, which would list the pending jobs in the order as they are considered for scheduling taking into account the users Fairshare priority.

We are aware, that this would probably not also include possible backfilling, but that would be acceptable in our use cases.
