cgroup-support for GPUs

We have multiple GPUs in our nodes and users should only see the GPU they got assigned by LSF.

    The current LSF GPGPU support utilized the CUDA_VISIBILE_DEVICES environment variable to limit which GPU's an application can see.
    Until quite recently, the cuda drivers did not work well with cgroups - while the gpu could be added to a cgroup, it would result in the driver crashing.
    NVidia has addressed this issue, and we will re-enable cgroup support for gpu's in 3Q2015.
