LSF to support CRAY ALPS SWITCH IN/OUT reservation

Preemption behavior in LSF/ALPS is a bit different because of ALPS reservation - only one ALPS reservation can be made over a compute node at a time.
In order for any application to run, a session id needs to be associated with the application and the session id needs to be confirmed with an ALPS reservation id.
even if low priority job running on a compute node gets suspended somehow, there is no way to place a high priority job onto the compute node because ALPS does not allow multiple reservations over the compute node.
Basically suspend action won't work in LSF/ALPS integration.

Kill low priority job by bmig is suggested for preemption action in the current LSF/ALPS integration.

There is SWITCH IN/OUT reservation available in ALPS.
LSF may be able to use the switch reservation for preemption action in future.
