1. By design, if the loadSched condition is not satisfied, no jobs can be dispatched to the host. Even if we submit a job which will not use the lacking resource, the job can't be dispatched to the host, either.
2. We think this is a waste of the resource and we would like to set 2 levels for loadSched to increase the utilization of the cluster.
1) When the 1st level of the loadSched condition is not satisfied, if we submit a job with a specified parameter (we suggest LSF to add a new parameter here), the job can still be dispatched to the host.
2) When the 2nd level of the loadSched condition is not satisfied, no jobs can be dispatched to the host.

In this case, I don't know what the first level actually does then. Can you please explain what the first level would be for, or are you asking that you would want possibly a combination of loadSched to be eclipsed before stopping the scheduling of jobs. For example:
1) Maybe if the CPU utilization is above the threshold, but memory is good. Still dispatch.
