sp option to bsub should be refined

The -sp option to bsub doesn't simply rank your jobs against your own, but ranks them against all other jobs in the same queue. This is only appropriate in a perfect environment where everyone plays nicely. This also causes problems with FairShare as a user with low share can take over the farm.

There should be a config option to make it so -sp works to only set priority against your other jobs, not against other people's jobs.

    We have considered this request and it is not something we are able to deliver in the future. If there is broad interest for this, it can be resubmitted in 18 months.
