Parameter needed to block non-LSF hosts.

A lot of chatter on Lim logs due to non-LSF Windows hosts -- example messages below :

    This is due to you starting LSF daemons on hosts that are no longer members of the cluster. it is the correct behaviour for LSF to log this information.
    You can either remove LSF from the invalid hosts, or set firewall rules on the master to block communication
