Global license resource restriction using LSF/LS

We are looking for a solution such that a license resource within License Scheduler can be limited/controlled globally. The objective is to use Cluster-based Global License Fairshare and globally restrict the total number of licenses per feature in use. The solution would limit the overall number of a license resource in use GLOBALLY. Currently we have a method to limit this locally per cluster, but licenses are used globally and therefore should have control across all clusters.

For example, we'd like a solution such that you can limit LicenseFeatureA to a maximum of 100 in use for ProjectA or QueueA, limit LicenseFeatureB to a maximum in use for ProjectB or QueueB, limit LicenseFeatureC to a maximum in use for ProjectC or QueueC, etc...and this limit should be global across multiple clusters.
