Preemption based on concurrent number of slots used by a user

LSF should support a preemption policy that supports a preemption order based on the number of job slots used by each user's jobs. In other words ... when a higher priority job needs to preempt a lower priority job, jobs from users whose jobs use the largest number of slots should be 'on top of the list' of preemption candidates.

    This RFE is very old and it is very unlikely that we will implement this. If this RFE is still required, please resubmit.
