MAX_PEND_JOBS should count jobs, not job slots (cores)

MAX_PEND_JOBS provides a way to protect cluster service levels by limiting the maximum number of pending jobs globally across the cluster, or at the Unix group and user level. It can act as a circuit breaker to prevent an abnormal job submission event from degrading LSF performance.

However there's a serious problem with how the feature is implemented. Rather than counting jobs across the cluster, it counts job SLOTS (cpu cores). I believe this is for historic reasons.
