Provide priority setting feature for job run order

System: PAC interface
Actor: Power user / admin / platform moderator / administrator

PAC is good when it comes to displaying jobs submitted to LSF but it's missing some essential functionality like the ability to prioritize jobs within a queue.

Description: Our team usually monitors and controls the number of jobs that are submitted to the cluster. The main concern are the CFD analysis jobs which have very long runtimes (half day to weeks sometimes). As this time is significant, some jobs need to be prioritized over other jobs due to the importance of them.

The only way to do this currently is by setting a specific priority for EVERY job in the queue through the command line (eg. bmod -sp or btop commands). What the users are asking for is a separate job list which will display PENDING jobs only from the queues that the user selects in the order that are going to be run in the cluster. Then the interface should allow them to reorder the list in any way that the want (excluding jobs forwarded to the remote cluster). This can be done by drag and drop single jobs on top of other jobs in order to modify the list. Once this is done, the system will go ahead and set the priorities accordingly so that the job queue will run the jobs according that list.

Also the system must be smart enough so that newly submitted jobs go to the bottom of that list and don't mess with the priority set by the user. Consider for example a for loop that iterates that list and btops all those jobs one by one starting from the last.

I can help you build the logic of the system. It would be good if it we could take such a system a level beyond and make it smart. I believe it is essential for many businesses.

We have considered this request and it is not something we are able to deliver in the future. If there is broad interest for this, it can be resubmitted in 18 months.
