Allow Resource Reservations to be Calculated at Dispatch Time

Currently, LSF allows a customer to define a very specific resource reservation for things like license as follows:

-R "rusage[mylic=7:blah]"

However, many customers would like to run their jobs using a range of CPU options. For example:

bsub -n 20,80 -R "span/ptile/etc" ./a.out

However, when they do that, they have no way to reserve the proper number of resources as they do not know until the time of dispatch how many resources/licenses are required to be reserved

This RFE would allow LSF to calculate the number of reservations required based upon a well defined set of math function and mbatchd variables. Here is an example:

bsub -R "rusage[mylic=eval((num_cpus/2)^0.5)] span[ptile=10] same[model]" ./a.out

We would propose some common function support including:
Math operators: (+, -, *, /, ^, %)
Common functions: log(), floor(), ceil(), round(), tan(), atan(), sine(), cos(), etc.
Common variables: num_cpus, num_gpus, mem_reserved, etc...
